Geo referencing Pont cloud to GPS coordinate system

Hi All

Sorry if this question has been asked before.

I have Lidar datasets of tunnels in a local coordinate system and I have ground control points in degrees of where the tunnels reach the surface. I am looking to georeference these point clouds and import them into ARC gis So that I can have the base map on top with the tunnels extending below.
I have tried aligning the point clouds with the control points but that is not working as I cant select the points on the point cloud and the reference field uses such different coordinates.

It would look so cool if I get it to work, So any advice on how to make this happen would be greatly appreciated.

Have you tried the 'Align' tool with a 'Perspective' projection mode?

What would the Perspective projection mode do in this case exactly?
Here are the best standing desk chairs I found online.

You can "walk" inside the tunnel and select the points inside.
