For example, if the LiDAR is mounted at a 30-degree tilt, the point cloud data displayed by CloudCompare will also be displayed at a 30-degree tilt. Is there a tool to correct this tilt to horizontal?

Yes, the simplest is probably to use the 'Level' tool (https://www.cloudcompare.org/doc/wiki/index.php/Level) if you have a horizontal surface in your cloud.
Otherwise, if you know precisely the angle, then you can try your luck with the 'Apply transformation' tool (https://www.cloudcompare.org/doc/wiki/i ... sformation). Or even do it manually (https://www.cloudcompare.org/doc/wiki/i ... ation_Tool).
And ideally, if you have GCPs (acquired with a dGPS or something like that) then you can use the more advanced 'Align' tool:
