Fit first point cloud into second points cloud

I have to points cloud , I need to fit first point cloud into another. Is there any way to do this or any method (standard). ???

Actually my question is that , there are two point cloud first one is variable with respect to number of points , and second one remains static ( i mean never changes, . Now i have to put second point cloud inside first one , as large as possible , by scaling.. ). So is there any way or technique to do this??

Both tools can also fix the scale.
