Using Lidar Files and the Z-Dimensions are wrong?

I'm using LIDAR files from: https://coast.noaa.gov/htdata/lidar2_z/ ... data/5087/

The issue I'm having is that once I import it into CloudCompare, I notice that there are "Layers" within this file? The images in the attached IMGUR link shows my challenge.
First, when I open it, i have to zoom in A LOT just to see the map. When I rotate my view to see the "height-difference' it becomes extremely distorted (like in the last picture). When I viewed the file from the side (second pic), that's when I noticed the layer challenge. Any ideas on this?
