Merging two files

Hi
I have tried merging a second point cloud file and found that the second file points simply "snap" to the existing point cloud and therefore do not align accurately to the points xy coordinates? I was hoping to overlay my data points and have them display where I wanted them, which would be in between the original data points. I have tried all of the aligning tools but do not seem to be able to get it to work correctly. Ideally my data points would display in between existing data points.
Is there a way of doing this or am I simply missing some basic technique in alignment? I can Translate/Rotate to the approximate position but the overlay keeps "snapping" to a line of original data points? I have also included data points from the original point cloud in the second file but I still do not get correct alignment of my other data points, the xy coordinates change?
The original file is an airborne LIDAR file that was collected with a seesaw collection pattern with quite wide spacing between lines of points.
